Flash may be the key
Hey there. Sounds like you might want to look into Flash. In Flash you can create a viewer that displays files from the server. Flash (actionscript) will let you capture key strokes (like the arrow keys). And you can do a bunch of other cool stuff, like allow the window / images to scale as the user...

Just to throw another application on the pile...
Macromedia Flash will convert bitmap to vector. You can export/ cut and paste the vector out to another program. Does a decent job, but, annoyingly, creates fill objects too. There is a long, strong, vibrant tradition of lifting sequences from prior work. I think the polite term is 'homage".
