Tales of Cartha comics is always seeking new talent. We have a structured and ready Continuity where you may place a story. If that's the case, I would suggest adding a little bit of an adendum explaining your current progress, release schedule and general project information. That's what I did and I now have a full team working on my project free of charge.

In response to the collaboration. Myself and several others have been working for nearly twelve years on a project under the title Tales of Cartha. Here's what you may want to do.

Write your story as a comic, and then seek out artists who want to draw it. It's fool proof!

Ah, don't we all... Well, I wish you luck finding your perfect project but I warn you, don't get your hopes up. Such a thing is likely not to exist at all. That said, there is almost certainly something close to what you want.

Those are some very specific requirements. It may prove difficult for you to find a comic that fits all of that criteria. My suggestion is to be a little less specific. Something will come up eventually.
