Writer seeking artist on a budget

I’m working on a comic called Iris. It’s set in a Middle-Eastern inspired science fiction world. It follows the story of a revolutionary group of women that fight against a corrupt government. The main character’s name is Iris, and one night she is assaulted. She murders her assaulter and joins a group called the Ankh Movement that fights rapists and other abusers of women.

I would be looking for a couple black and white pages until I can fund money for the rest through Kickstarter.

I will be able to pay for the first page in September.

My budget is a little tight. I'm looking for something around the price range of 20 - 40 CAD per black and white page.
