[UPDATED] Artist Needed

Hello all,
At the risk of sounding clichéd, I am a writer that is looking for an artist to help with a project I’m working on. I’ve listed a quick overview below, take a look and tell me what you think. I see this as a long term project as I would like to put together a solid 1st issue and submit for monthly publication. Page rates are negotiable but please keep in mind like many aspiring comic writers I am poor. I would be willing to pay up to $40 per page for the right artist. I know it may not be much in the grand scheme of things but we're looking at 20 page books which would come out to $800. Any input, critiques and or questions are always welcomed.
Overview:
“I’m working on a post-apocalyptic story that is set 10 years after a zombie outbreak, which has decimated the majority of the world. Small pockets of humans have survived but are isolated in different parts of the world in sectors or zones. Each sector has established it’s own type of government, so they operate separately from one another. However one thing each zone has in common is a Zombie Evaluation Department (ZED). A ZED is comprised of detectives that are responsible for monitoring and managing the zombie population as well as investigating any zombie related crimes that happen within their jurisdictions.
There are two types of zombies in this new world. There are zombies that inhabit the areas outside the sectors (DMZ), which are feral and untamed. Then there are ones that live within the safe zones that are domesticated due to a type of cure that mankind created during the ending days of the outbreak. The cure restores some cognitive abilities to the undead (if administered shortly after death) so they’re able to talk and reason but with limited capacity. They still have a need to eat human flesh but it is suppressed by feeding on animals. The zombies that live within the sectors are second-class citizens and are primarily used as slave labor. (I have a whole caste system worked out).
The story will focus on the ZED, more specifically detective Jon Teag who is a veteran of the zombie wars. I haven't flushed out many plot lines for Teag just yet but they'll mainly deal with solving crimes, struggles faced during the rebuilding process, fighting zombies and psychopaths and all around badassery”

Hi, I'm Bo I do pencils, inks and colors. Most of my current stuff is just pencil and inked, but it doesnt take me too long to color.
Also will the story be comedy, drama or horror based? Sounds a little similar to Daybreakers, but with zombies and the kind of hunger games esc government. Maybe I'm wrong, but still seems kind of cool.
