The rate depends on deadline and Difficultty. But I've just start out so my rate low right now.

Draft "per char"( not per pic) is 6.5 usd at 800*800

start at means the size of 800*800 pixel.

We can talk about the price, the above is a starting standart. the more pages then the less price per pages. And if the style or detail also affectthe price . I won't ask for the impossible.
