Right off the bat I'll exclude those who're looking for a fast paycheck. I won't bullsh*t anyone - I don't have the money to pay you. Yet. But if you've got the talent to draw beautifully, but lack the skill to create, write down, flesh out and present a fun story, there's no reason we can't collaborate to make that quality webcomic, now is there? And webcomics can be a business, if done well.
Who am I? Excellent question! I'm a writer with an eye for quality storytelling. I know the mechanics of pacing, how to create deep, engaging and/or quirky characters, and I know the difference between plot and story. I'm good at what I do. But I can't draw. That's a talent I don't have.
That's why I need you!
Now, who are you? I dunno, but if you match the following criteria, you and me should talk!
I'm looking for a pencil-make-drawing-nice-person. The artist. But you'll need to be able to read scripts, and have the imagination to translate my words to the page in your own style. It's also a massive bonus if you're a geek with an understanding of popular culture, but not a prerequisite.

You tell me what sort of story you'd like to draw, and I'll write you a premise and a script for the first few pages. If it pans out, and we find that creative spark, we give it a go!
